KSDE TASN Standard Operating Principles and Practices:
Provider(s) must agree to apply a set of common standard operating principles when planning and conducting scopes of work. These principles ensure system-wide accountability, work alignment, consistency of message, and system implementation fidelity. The first seven (7) principles establish system coherency, serve as philosophical underpinnings and the remainder provide uniform practices and alignment.
- Promote the vision, mission and goals of the Kansas State Board of Education including Kansas Education Systems Accreditation requirements and Kansas Multi-Tier System of Supports and Alignment Framework to ensure that academics, equity, and social and emotional learning are addressed as an evidence-based integrated comprehensive preschool through postsecondary success continuum.
- Act in accordance with requirements and provisions contained within the Elementary and Secondary Education Act, Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act. This includes fostering inclusive, equitable, and supportive school climates responsive to each student’s needs, including students with culturally and linguistically diverse families, disabilities, and/or diverse backgrounds.
- Create sustainable changes within districts so that students with disabilities, including those with significant cognitive disabilities, can fully engage in the same activities as their general education peers in a manner that supports increased engagement, sense of belonging, improved learning outcomes, and full citizenship. - Achieve improved outcomes for children and families by incorporating evidence-based family engagement and parental involvement professional development into policies and practices.
- Increase district and school capacity by using evidence-based professional development in design and delivery. Adherence is a condition within each Fiscal Agents negotiated contractual agreement. Each fiscal agent must agree to receive tailored support from the TASN Coordination and/or TASN Evaluation project to do so. See https://ksdetasn.org/resources/369 for more information.
- Be staged to operate statewide geographically and within each Kansas State Board of Education region. Provide access to activities, services and resources in a geographically equitable manner. Scopes of work are not implemented as research projects.
- Implement a utilization-focused evaluation plan; developed under the direction of TASN Evaluation team. This includes use of practice profiles, project, and program measure data collection. Agree to participate in activities that annually assess whether implementation is in adherence with KSDE TASN’s standard operating principles, and merits continued funding from KSDE. With exception of the Evaluation priority, procurement of additional independent evaluation services is not allowed.
- Use of www.ksdetasn.org and www.districttools.org, as needed, is required. Creation of/or reliance on outside website(s) is prohibited unless specified in the scope of work or with post-award approval from KSDE SETS Leadership. Deliverables and resources will be housed at the KSDE TASN website www.ksdetasn.org. Use www.ksdetasn.org administrative features for activity tracking, event planning, registration, and evaluation.
- Branding of all materials and communications is to include KSDE Technical Assistance System Network. Final project branding will be established post- award and in accordance with SETS Leadership, KSDE’s Communication and Recognition office and the TASN Coordination team. Alternative designations are not allowed.
- As requested, provide KSDE with data and analysis to assist in state and/or federal planning and reporting, such as the Annual Performance Report (APR)/State Performance Plan (SPP)/Systemic State Improvement Plan (SSIP), Consolidated State Performance Report (CSPR), and other purposes.
- Extensive travel and frequent overnight stays can be expected year-round of each TASN provider. In addition, participate and budget for: annual meeting with SETS Leadership (Project Directors), representative team participation in three TASN Networking meetings held in Topeka and participation in SETS Annual Leadership Conference.
