GSTAD supports the Special Education and Title Services (SETS) team with technical implementation of state-level Individuals with Disabilities Education Act (IDEA) monitoring, focusing on evidence-based professional learning, general supervision, and timely and accurate data. GSTAD supports SETS implementation of the Kansas Integrated Accountability System (KIAS), the Kansas structure that oversees accountability under the IDEA and the Elementary and Secondary Education Act (ESEA). GSTAD provides technical assistance, coaching, and mentoring specifically tailored to SETS and local education agency (LEA) staff. GSTAD supports SETS in scaling up LEA monitoring and support through KIAS and Youth Outcomes Driven Accountability (YODA) process and protocols. GSTAD also assists in compiling and verifying local levels of determination and conducts special education monitoring activities and complaint investigations. GSTAD assists in the annual compilation, maintenance, and public sharing of the results of each Kansas district's performance on the State Performance Plan for students with disabilities.
The GSTAD project is a contract awarded by the Kansas State Department of Education Special Education and Title Services and administered by Westat and its partners, AIR, Crescent Bend Consulting, Keystone Learning Services, Limestone Education, and Northern Arizona University.
