Adult Jail Monitoring Self-Assessment

The Kansas State Department of Education (KSDE) Special Education and Title Services (SETS) team is conducting alternative monitoring of the provision of a Free, Appropriate Public Education (FAPE) to youth with disabilities detained or incarcerated in local adult jail centers starting with school year 2022-2023. This review is being conducted as a focused monitoring component of the Kansas Integrated Accountability System (KIAS), The agency's system of general supervision required by the Individuals with Disabilities Education Act (IDEA).

Every agency at any level of government that is involved in the provision of special education and related services to youth with disabilities in local adult jail facilities/jails has a shared responsibility to ensure the provisions of FAPE. Collaboration of KSDE, local school district staff and administration, and local adult jail facility/jail staff and administration is a critical component of this effort.
