APR Userguide 2024

This document was developed to supplement the reports disseminated to district-level administrators. Information specific to each indicator is included in the district level Results and Compliance Report. The information included relates to how data was calculated, where data were obtained, and the criteria used to determine if a district met the target.

The re-authorization of the Individuals with Disabilities Education Improvement Act (IDEA) in 2004 requires each state to have a State Performance Plan (SPP) that evaluates the state's efforts to implement the requirements and purposes of IDEA Part B and describes how the state will improve such implementation. The SPP, submitted every six years, must include measurable and rigorous targets for the twenty indicators identified by the Office of Special Education Programs (OSEP) at the US Department of Education (USDOE). The state must report annually to OSEP on the performance of the state on the targets identified in the SPP through an Annual Performance Report (APR). The Kansas State Department of Education (KSDE) submits data for Kansas' APR February 1st of each year. IDEA 2004 also requires each state to report annually to the Public on the performance of each district on the targets in the SPP. These required reports must include the state targets for each of the specified indicators, provide the district performance compared to those targets, and indicate whether the district met the targets. To meet the federal reporting requirement, Kansas has prepared a detailed report for these indicators.

The seventeen SPP and APR indicators consist of both Results and Compliance Indicators. District-level and state-level data are collected and reported publicly on 14 indicators. All data for the Results and Compliance Reports come from the following data sources: Special Education Student MIS, CETE assessment data, KIDS, file review, and 9/20 enrollment data. The Results and Compliance Reports contains data specific to your district and provides information to be used in making improvements. The appendix contains a table of the indicators and the school year when the data was obtained. The targets for each Indicator can also be found on the KS APR web site.
